ISSUES TO BE DISCUSSED AT THE REENFOR PLENARY SESSION
 

1. Education and training of specialists for renewable energy

- Are existing curricula for training energy specialists of various levels able to meet constantly growing manpower needs of renewable energy? The state of affairs in Russia.

- What kinds of specialists should be trained for and work in renewable energy?

- What type of education is more effective: training of specialist of “broad profile” or those “narrowly specialised” in using individual types of RES?

- Does the retraining of specialists meet manpower needs of renewable energy at its present stage of development? The state of affairs in countries with advanced renewable energy and I Russia?

- Should the training of specialists of various levels develop together with this new energy branch or pass ahead the latter?

- Do labour markets, directly or indirectly linked with the renewable energy, exist in Russia and other countries?

- Should programmes of financing the training of specialists for renewable energy exist? Who should launch and support these programmes?

2. Energy public education or “energy education for all”

- What means and methods should be effectively used for public energy education, particularly related to renewable energy? What role is or can be played by mass-media, internet, etc?

- Is energy education for all members of contemporary society regardless their educational levels, social positions and ages needed? Is there need of a large scale international programme “Energy education for all”?

- Is there need to develop international and regional cooperation in the fields of energy public education and specialists of various levels for renewable energy?

- If it is needed, what role of international organisations could be in this particular field?
- What role of national governments should be in this particular field?
